8Dracule Mihawk
Dracule Mihawk is the World’s Strongest Swordsman inOne Pieceand among the strongest characters alive at the moment. He is a part of the Cross Guild and his infamy, combined with his strength, has earned him a bounty of 3.590 billion berries.
He possesses the finest sword skills in the entireOne Pieceworld and only a handful can stand up to him in combat. Given that his Haki is exceptional, he can certainly stand up to Kizaru and even defeat him.
7Sakazuki
Sakazuki is one of the former Admirals of the Navy and currently, he occupies the position of Fleet Admiral. He is among the strongest in the entire world,with a powerful Logia-type Devil Fruitof the Magu Magu no Mi, which allows him to turn his body into magma at will as well as manipulate it accordingly.
He also possesses incredibly powerful Haki and, in combat, he has already fought against Whitebeard, and even defeated Kuzan. Over the 2 years, he could have gotten stronger and right now, he is certainly above Kizaru’s level.
6Sengoku
Sengoku Is the former Fleet Admiral of the Navy and a monstrously powerful fighter, who even Roger considered to be a worthy opponent. He is a user of the Hito Hito no Mi, Model: Daibutusu, which allows him to transform into a giant golden Buddha and use shockwaves at will.
Above all, he possesses all three Haki types, and that in itself is proof that he is among the elites. Being the Fleet Admiral, he is surely stronger than Kizaru.
5Monkey D. Garp
Garp Is a legendary character in theOne Pieceworld, famed as the Hero of the Marines. He is one of Roger’s closest rivals and certainly a character that possesses enough strength to challenge even the mightiest of the pirates.
In the Navy, he trained quite a lot of the young crop, such as Kuzan. Garp possesses great control over all types of Haki and even in his old age, he was able to completely overwhelm Kuzan in battle. It goes without saying that he is stronger than Kizaru.

The newest addition tothe ranks of the Yonko, Luffyis an exceptional pirate with the power of the Nika fruit at his disposal. Furthermore, he also has access to all three types of Haki that he has advanced to a great degree.

Luffy defeated the strongest pirate alive, Kaido, recently. It goes without saying that the level of strength that he possesses currently is greater than whatever power Kizaru holds.

Dragon is among the elites of theOne Pieceworld and the man renowned as the World’s Worst Criminal.He leads the Revolutionary Army, which is a powerful faction that was created with the goal of opposing the World Government and overthrowing them.
For an organization to be that strong, it is a given that their leader, Dragon himself, should be an elite fighter. His right-hand man, Sabo, is strong enough to contend with the Admirals of the Navy. Dragon himself should be blessed with immense powers that far surpassed any of the Admirals, including Kizaru.
2Blackbeard
One of the Four Emperors of the Sea, Marshall D. Teach, famously known by his moniker of Blackbeard, is an exceptionally dangerous pirate. He has a bounty of 3.996 billion berries on his head and he has certainly earned it.
Blackbeard possesses two Devil Fruits and both of them are incredibly dangerous. Using one, he can sink islands with his quakes, and using the other, he can control absolute darkness and suck in the power of every Devil Fruit user. Even though Kizaru is light, he would stand absolutely no chance against Blackbeard.
1Shanks
Among the current Four Emperors of the Sea, Shanks holds the highest bounty at 4.0489 billion berries. He is an exceptional pirate, strong enough to demolish even someone worth 3 billion berries in a single swing of his sword.
Shanks is a tremendous fighterwhose Haki is trained to the absolute best. It shouldn’t be a surprise to anyone that Shanks is capable of defeating Kizaru and that he holds a level of strength that is much higher than that of the Marine Admiral.
